    I would say repair, it is not deep enough where it went through. Just is a little amount of work.

    I’d replace. I’m not a pro and fenders for my car are cheap enough.

    It looks like repairable damage. Like you say the scratch is not through the fender.

    Repair and or replace, both would probably take the same amount of time
