    The green, murky tide is slowly turning for Madison’s Lake Wingra.The key element, if early indications are correct, could be in keeping the carp at bay.The 345-acre lake on the city’s near west side is a favorite aquatic playground for hundreds of anglers, kayakers, canoeists and swimmers.
