What happened was in the 70s, the Democrats in the primaries elected a bad candidate who had no chance against the Republican candidate. After this the DNC created super delegates so that they could right a bad choice like that in the future (similar to the function of the electoral college). Unfortunately this has no real use today and we don’t need to have these super delegates determining the election
1/5 off all delegates are super ones. They can change there vote different from what their state has requested. So if there is 10 delegates difference between 2 candidates, a few of the super ones can change what the American public has selected. So it is kinda like the person with the most votes is not always the winner.
