I watched it again tonight. They had data deactivated after going awol at the research camp. To turn him back on Geordi reached behind his neck to reactivate him.
WRONG!
His reactivation switch is in the middle of his back! It was clearly demonstrated in the DATA/LOR episode in the First season of TNG.

Yeah, when Dr. Crusher knew where it was!!! I realized that too… maybe he had it modified for easier access…
No I bet it was a continuity error. Think about it – they may be intimitaley involved with the show but not EVERYONE can know ALL the ins and outs. I’m sure its pretty common. They do their best but errors do creep in.
