That one… I thought of a saber from Toledo (Spain) but they used 2 colors (mostly dark steel and gold).
It is not english at all from what I know.
It looks like the sabers we had and still have in France at the “Garde Républicaine” but as I know them, it is not right although I think (pretty sure) it is military.

I would try Germany, and if it is, I think it was made in Solingen where the specialty of that city is excellent steel quality.
