the ’90GW sat for a week, my
formerly perfect headliner is now sagging (old leak, usually too slow
to do any damage). Since someone riveted my roofrack on, trying to
fix the leak will be expensive, if possible at all, but I guess I’ll
replace the headliner either way. Questions: is the headliner just
the velvet, or the insulation behind it as well? Also, if the old one
is reattached (after letting it dry, I assume), will it look OK, or
should I get replacement headliner material?

My best guess – there is insulation behind the headliner to drown out road noise. A replacement insulation pad should not be expensive and can be secured/attached/glued in with a special 3M headliner quick dry adhesive. It should be possible to reinstall the existing headliner if it is not deteriorated, not torn, not stretched way out of shape and size. If it were me, and I was going to keep the vehicle, I would spend a few extra buck and put in a brand new headliner.
